Helmet Law in the Philippines - RA 10054

As the rate of motorcycle accidents happened in the Philippines rises, the government has strengthen its implementation of the law about wearing protective helmets for all motorcycle riders in the entire country.


The Republic Act 10054 (RA 10054), known as the Motorcycle Helmet Act of 2009, is the primary law mandating all motorcycle riders, including backriders to wear standard protective motorcycle helmets at all times while driving, whether long or short distance drives, in any type of road and highway.


You must take note that not just any kind of helmet may be used by the riders. The law stated that the helmets to be used by the riders are those that comply with the specifications issued by the Department of Trade and Industry (DTI) thus, only those helmets bearing the Import Commodity Clearance (ICC) mark is acceptable by the law.
Any person caught riding a motorcycle without the standard protective helmet in violation of RA 10054 shall be punished with the fine and the amount depends on how many times the riders offend.


This nationwide implementation of the said law draws different reactions from the people not just only in the Philippines but also in other countries. Others agreed but others are not. In fact, lots of motorcycle riders were already caught violating the law.


The World Health Organization (WHO) in the Philippines expressed support for the nationwide implementation of the Helmet Law in the Philippines (RA 10054) and reiterates the necessity of effective enforcement of road safety laws to save lives and prevent injuries from road accidents.

Bohol: My Padadise!

         Along southern part of the Philippines, there's a place that I can call a paradise. A place where I can relax and enjoy myself when I'm in a vacation. And that place is our very own Province of Bohol. It is first class island province located in the Central Visayas Region. Our province is a popular tourist destination with its white beaches and resorts. The most popular attraction is the Chocolate Hills (numerous mounds of limestone formation) located at the central part of the province. The Philippine Tarsier which is considered as the second smallest primate in the world can be found here and is listed as one of the endangered species. 
Panglao Island
         Located southwest of its capital Tagbilaran City is the Panglao Island which is famous for its diving locations and is listed as one of the top ten diving locations in the world. Panglao Island is also famous for its white sand beaches and resorts.  Dumaluan Beach Resort, Bohol Beach Club and Alona Kew are top of the list high-class beach resort in the province known for its white sand and crystal clear waters.  
Mag-aso Falls
          Just 18 kilometers (11 mi) north of Tagbilran City is my hometown -- Antequera where we can found the Mag-aso Falls. You can enjoy swimming with your family and friends with its cascading waters run into a natural pool. You can bring food and drinks and have salu-salo with your loveones. Mag-aso Falls is accessable by private vehicles (cars, SUV's, motorcycles, etc. ), Bus and Habal-habal (motorcycles for hire).

        Last October 2012, I'd given the chance to have a vacation. It's almost 2 weeks and I'm so happy. I took a countryside tour with my batchmates in high school and beach outing with my family. Those experiences were very memorable for me. On our tour we first visit the Blood Compact Shrine, taking pictures with the statue commemorating Sandugo. Next, we go to Baclayon Church (one of the oldest churches in the Philippines). Then, we visit Prony (largest phyton found in the Philippines), taking pictures and one of the caretakers named Marimar is doing a Beyonce-like performance for us climbing in the molave tree while dancing and singing.. hahaha.

        After that we have a lunch break at the Loboc River Cruise where you can have eat-all-u-can floating resto for affordable price and the food are so delicious. It's so relaxing boarding the floating restaurant with the music of the live band performing while you are eating and travelling the river for 1 hour and 10 minutes. Ahead of the river is the small waterfalls (busay) which is the boundary of the river cruise. We also see group of fellow Boholanos performing folk dances and theres a donation box if you wanna give small amount for their effort. They are good in dancing tinikling that I used to dance before. Lol.. :))) 
      Our trip did not end there. Next we go to the hanging bridge made of bamboo passing across the river and then we visit my look-a-likes, the Tarsier.. lol. Taking pictures with them and camera flash is not allowed because they are magulatin at matampuhin and they are shy type of animals like me.. lolz!!!!

     And then finally we go to Chocolate Hills. Before I thought that these chocolate-like hills are made up of real chocolates but its not.. lol. It's a very nice view when you're top looking those chocolate mountains. As usual we're taking pictures and you can also do it while you're jumping just like what I did on the picture on the right -------->

       Then the next day, it's time to have a bonding with my family. We have an outing on the beach at Panglao Island. We prefer to choose Dumaluan Beach Resort. We hire a mini bus to take us there in the beach. We brought a lot of foods and drinks. There we rent a frontline cottage for us to occupy. The scenic view of the beach is so beautiful. The pure white beach and the clear waters can really attract tourists. I didn't waste my time, wear my swimming attire and jump on the water and almost forgot to apply sunblock lotion. I don't care how hot is the sun that time. So enjoy playing with kids on the waves and my water-resistant camera is so useful. We also ride Banana Boat and Jetski.
     Overall I can say that Bohol is a perfect place for me. I'm gonna live there when the right time comes and never leave again. Bohol is my paradise. !!!!
